𝐌𝐅𝐁𝐌 𝐔𝐏𝐝𝐚𝐭𝐞 | 𝐌𝐅𝐁𝐌 𝐒𝐩𝐞𝐚𝐫𝐡𝐞𝐚𝐝𝐬 𝐄𝐟𝐟𝐨𝐫𝐭𝐬 𝐭𝐨 𝐅𝐨𝐫𝐦𝐮𝐥𝐚𝐭𝐞 𝐁𝐀𝐑𝐌𝐌’𝐬 𝐌𝐞𝐝𝐢𝐮𝐦-𝐓𝐞𝐫𝐦 𝐅𝐢𝐬𝐜𝐚𝐥 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤
To strengthen effective and responsible fiscal management of BARMM’s resources, the Ministry of Finance, and Budget and Management which also serves as the Chair of the Bangsamoro Budget Coordinating Committee (BBCC), has kicked off the formulation of the medium-term fiscal framework (MTFF) for the BARMM by building the capacity and improving the expertise of relevant fiscal managers from MFBM and other members of the BBCC.
From September 2 to 4, 2025, the MFBM, in collaboration with the Asian Development Bank, conducted the 𝐏𝐡𝐚𝐬𝐞 𝟏 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐚𝐩𝐚𝐜𝐢𝐭𝐲 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐅𝐨𝐫𝐦𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐌𝐓𝐅𝐅 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐁𝐀𝐑𝐌𝐌. The MTFF for the BARMM will improve fiscal discipline and sustainability, transparency and accountability, and well-informed fiscal decisions by promoting strategic resource allocation that considers long-term development goals; linking MTFF with development plan and legislative priorities; and integrating MTFF into budget documents; providing publicly available reports that show economic targets and actual results and accomplishments; and facilitating better and improved alignment between National Government and Bangsamoro Government fiscal policies.
This capacity development program, which is facilitated by Herisadel P. Flores, Assistant Professor VII at the National College of Public Administration and Governance, University of the Philippines – Diliman, combines in-person and virtual sessions from September to November this year.
